Representative Elizabeth Esty (D-CT) is pushing legislation to require licenses for handgun owners throughout the United States.
The legislation, HR 5490, is titled the “Handgun Purchaser Licensing Act.”
HR 5490 would not only require licenses but would also provide federal grants to help states cover the expense of a licensing program.

Declaring Effingham County a sanctuary for gun owners, the county board on Monday directed its employees not to enforce any new Illinois law that would “unconstitutionally restrict the Second Amendment.”
The action is largely symbolic, according to Effingham County State’s Attorney Bryan Kibler. He said the resolution, adopted by an 8-1 vote, will not control the decision making in the sheriff’s office.
Effingham Couty Illinois Declares Itself a Second Amendment SanctuaryDan Niebrugge, a pediatric physician, said his pride in Effingham’s contributions turned to embarrassment when he heard the county was considering “sanctuary” status for gun owners.
Mike Sehy said he was concerned that this would encourage people with assault-style weapons to move to the area.

It surpasses the $1.1 million and $1.5 million raised in January and February 2013, the two months after the Sandy Hook school shooting in Newtown, Connecticut.
Most of the donations, $1.9 million of the $2.4 million total, came from small donors who gave less than $200

That’s currently in the comment period. BATFE is rewriting the definition of a machine gun to include bump stocks. Just hasn’t become final yet. Wisconsin court allows lawsuit against gun sale website to proceed(Reuters) - A Wisconsin appeals court on Thursday ruled that the daughter of a woman killed in a 2012 mass shooting can sue the operator of a firearms classified ad website from which the killer illegally bought his gun.
The three-judge panel of the Wisconsin Court of Appeals unanimously ruled that a federal law that shields website operators from liability for user content did not apply to Armslist LLC, the operator of Armslist.com.
Armslist was liable for its “own conduct in facilitating user activity,” the judges said. They referred to the site’s design and operation, which allegedly promotes illegal gun sales.
The case appears to be the first in the country in which a website has been allowed to be sued over a shooting committed with a gun it helped to sell.
The Brady Center to Prevent Gun Violence, a U.S. advocacy group for gun control that was co-counsel in the lawsuit, said other courts have interpreted the federal Communications Decency Act as broadly immunizing sites that are forums for activities like gun sales.
“With one in five guns sold today without a background check - many through online sales on sites like Armslist - today’s decision is a significant one toward saving lives,” Kris Brown, co-president of the Brady Center, said in a statement.
Armslist and its lawyer, Joshua Maggard, did not immediately respond to a request for comment.
The lawsuit stems from a 2012 shooting at a beauty salon in Brookfield, Wisconsin. Gunman Radcliffe Haughton killed his wife, Zina Daniel, and two of her co-workers there before taking his own life. Four other people were injured in the shooting.
Haughton was able to buy his FNP-40 semiautomatic handgun and ammunition through Armslist.com although he was legally barred from purchasing a firearm at the time due to a domestic violence restraining order. The order would likely have prevented him from passing federally mandated background checks at a gun store.
Yasmeen Daniel, Zina Daniel’s adult daughter, sued Armslist in 2015, alleging the company had acted negligently and that the website’s design and account features encouraged illegal transactions.
The lawsuit claimed studies showed prohibited purchasers like Haughton are attracted to Armslist.com due to its anonymity and the fact that no account registration is required.
A lower court had dismissed the lawsuit, finding that the Communications Decency Act protected Armslist from the claims.

So says Edward Stack, the chief executive of Dick's Sporting Goods Inc., whose retail chain is among the private-sector firms tightening their gun-control restrictions — and pressing for such curbs nationwide — in the absence of similar action by Congress.
There is a bill in California, authored by state Sen. Anthony Portantino (D-La Canada Flintridge), that would lift the gun-buying age to 21 and would ban someone from making more than one firearm purchase within a 30-day period.
"While Washington continues to be unable to pass prudent gun legislation, it is imperative that California steps up," Portantino said in a statement.
But on a national level, Stack said legislative change is unlikely soon, so the private sector will have to keep pressing the issue.
"We spent a lot of time in Washington over the last several weeks, and we've talked to a number of people in Congress," Stack said. "It doesn't seem, at least in this Congress, that there's going to be a solution."
In the meantime, the private-sector push is "a groundswell in the country today that is not going to stop," Stack said. "The private sector should lead. But Congress should act."

Dick’s Sporting Goods, which announced in February it would no longer sell rifles to anyone under the age of 21, hired three Beltway lobbyists to lobby Congress for gun control, according to federal records reviewed by The Federalist.
The lobbying records show Dick’s hired two Democrats and one Republican from Glover Park Group, a DC-based government affairs firm, for “[l]obbying related to gun control.” No other policy issues were listed in the disclosure form filed by the firm. The disclosure forms show Dick’s pro-gun control lobbying effort began official on April 27, 2018. The official registration form noting Dick’s retention of Glover to push for gun control was filed on Monday morning.
The three lobbyists tapped by Dick’s to push for gun control are listed by name in the federal disclosure forms, which are required by the Lobbying Disclosure Act of 1995 to be filed quarterly: Joel Johnson, who worked for both President Bill Clinton and Senate Democrat leadership; Andrew King, who worked for Sen. Lindsey Graham (R-S.C.); and Christina Brown, a former staffer for Sen. Bob Casey (D-Pa.).
Prior to retaining Glover Park Group to push for gun control, Dick’s Sporting Goods retained the services of CSA Strategies LLC, which pushed for issues such as tax reform, cybersecurity, and patent litigation reform on behalf of Dick’s during the four-year relationship between the two companies. Both firms are headquartered in Pittsburgh, Pennsylvania.
CSA is helmed by Alex Urrea, a former Republican staffer on the House Financial Services committee. Dick’s relationship with CSA was terminated effective January 31, 2018, but was not made public until early April, lobbying records show.
In February, Dick’s CEO announced the sporting goods chain would no longer sell rifles to anyone under the age of 21, even though such sales are perfectly legal under federal law.
