I believe they may have been some sort of plastic or fiberglass from the start.
Closest I been able to find as to what the prototype stocks were made out of is "phenolic composites" a term which covers a wide range of materials

I’ve seen one of the originals at the Springfield Armory. It *looked* like Bakelite, but who knows what its exact composition was.
