Anything moving near 1000 fps can, and likely will be, lethal. "Less-lethal" is an accurate term, but the real question is "how much less-lethal"?

My last question would be: why would any of us even want "less-lethal" ammunition when the only time we can legally discharge (or even draw) our weapons would be in fear of our own or someone else's life. The very idea of our using "less-lethal" ammunition would be in the same class as "shoot to wound", a really bad idea.

I'm not a cop, nor a bounty hunter, so I can't speak to their motivatations or legalities.
