Pretty much the same principal of strobe lights or flash photography. The 24 cycles per second frequency sound wave vibrates the water and the camera frame rate of 24 frames per second to create optical illusion of stop motion. Varying the frequency will cause slight out of sync and the perception of forward/backwards movement.

To get a bit less technical on Nemo's explanation, the water doesn't flow backwards. It's an optical illusion.
