User Control Panel, then click Overview (Bubble-shaped box on the left of your screen), a menu will drop down - hit Profile.

Then go up to the 'Edit Profile' bubble-shaped box, it'll drop down, hit Edit Avatar. Can load it in from your computer or from a website here.

Thanks for the help, worked great. Wouldn't let me use the picture I wanted but I have an avatar now. I think the one I was trying to use wasn't the right size
