I've always wondered what a western government would do if a group of people would pick up arms and take over...

We had a similar situation overhere in 1917. Due to the first world war there was starvation in the major cities (although the Netherlands was neutral). In the summer the people of Amsterdam found out that there was a ship in the harbor with a load of potatoes. They looted the ship and after police tried to arrest the people, big riots started. The police had no means to take control and the whole thing resulted in the government sending in the army who opened fire and killed 9 Dutch civilians and wounded 114...
