Nothing new. Took the media 20-30 years to consider it a problem
There are criminals among us who are both homicidal and incorrigible. Their parents took a shot at civilizing them and failed. Their school teachers took a shot at them and failed. The odds are overwhelming that government welfare programs and penal institutions took a shot at them and failed. If it ever becomes your turn to take a shot at them, don’t fail.

I knew a guy that owned an auto parts store. He stopped selling carburetor float scales because someone told him people were using them to weigh pot.

Remember back in the 80s McDonald's stopped giving out those little stirring spoons with their coffee because they found out they had become a standardized measuring tool for dealing out crack.

I saw bits and pieces of the story. I see heroin and meth as much bigger problems nowadays. I run across people all the time on one of those, but not a lot of crack smokers.

Never had an issue in LaGrange and then transferred to Clarksville (20 years ago) and everyday there was some crackhead looking individuals looking for them. I just played it by ear. It was VERY easy to spot who to sell to and who not to sell to.
