It would have to be done as an amendment which means it would need to pass 2/3 of both the House AND Senate and then it has to be passed by 3/4 of the state legislatures.
Or a Constitutional Convention could be called by 2/3 of the states and then any amendment proposed would have to be pass by 3/4 of the states.

Boxer is just trying to appease the masses of morons in her state with this "I'm Angry" legislation that she knows will go absolutely no where. But she also knows it will help her re-election.

She didn't seek reelection and is stepping down. Good riddance. Unfortunately her replacement, Kamala Harris, is pretty much a carbon copy of Boxer

Take away the illegal alien and dead person vote and I guarantee she loses the popular vote. You all realize that all of this voting BS is the result of a bill sponsored by Louisville's own rep back in the early 90's. It's called the motor-voter bill. Ron Mazzoli got it through. Opened the door for fraud on a hole new level. Of course, the media has been in the tank for the dems forever and wouldn't investigate voter fraud if it was in front of their face.

“Let’s face it, Republicans were rewarded by an undereducated electorate,” Davis told the Texas Standard, a public radio program, on Thursday. “And I don’t think it’s too cynical to say that the true right-wing conspiracy in this country is the undereducation of the populace. It has benefited them and it is not an accidental outcome.”

Anyone surprise?
President Obama, speaking at a press conference in Germany, passed up the opportunity Thursday to tamp down the anti-Donald Trump protests back home -- urging those taking part not to remain "silent."

The president fielded a question on the protests during a joint news conference in Berlin alongside German Chancellor Angela Merkel.

"I suspect that there’s not a president in our history that hasn’t been subject to these protests," he answered. "So, I would not advise people who feel strongly or who are concerned about some of the issues that have been raised during the course of the campaign, I wouldn’t advise them to be silent."
