After trying to troubleshoot the safe I found that apparently one of the tumblers has actually moved and is off one number. Enough to cause the hook not to drop.

Inert. Display only. Receiver was milled out of aluminum block. Other parts are AK47 parts though. Bolt moves, AK mag is removable and stock folds like it should.
