Somebody probably ordered a thousand round case of ammo and during shipping it smashed another box or boxes open.Then the carrier jumbled things around and re-boxed items in the wrong boxes. I've used a frozen water bottle to roll my foot on. You can hold it on the worst spot to help numb it and put more or less pressure on it as you roll to help stretch and loosen it up.
